NATO and Transatlantic Relations in the Second Trump Administration

The second Trump administration has created a rift with European allies by pursuing a ceasefire in the Ukraine-Russia war, imposing tariffs on European economies, demanding Europeans spend more on their own defense and threatening to seize Greenland from Denmark. Why is the Trump administration treating America’s European allies so harshly? What does this rift mean for the future of transatlantic relations? Much of this behavior is driven by larger geopolitical trends that are forcing the United States to consolidate its resources and deprioritize Europe as a top security interest. These trends may force NATO to adapt to less American participation in European affairs and prompt greater European leadership within the alliance.

Dr. Andrew “Andy” Wolff is an associate professor of political science and international studies at Dickinson. He holds a bachelor’s degree in politics and European history from Washington and Lee University (1995), a master’s degree in European studies from Johns Hopkins University’s School of Advanced International Studies (2003) and a doctorate in international relations from Johns Hopkins University’s SAIS (2010). He was a Fulbright NATO Security Studies Scholar, hosted by the College of Europe in Bruges, Belgium (fall 2021), and an associate Fellow at Johns Hopkins University SAIS–Europe in Bologna, Italy (2020-21). From 2018 to 2020, he served as director of European studies at Dickinson’s K. Robert Nilsson Center for European Studies in Bologna, Italy. Dr. Wolff’s primary research interests are NATO enlargement, European security issues, transatlantic relations, geopolitics and American foreign policy.
